The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities:

Under the overall supervision of the Head of the Economic and Environmental Department, the successful candidate will be tasked with the following duties:

  • Supporting the Head of the Economic and Environmental Department with the administrative aspects of management and strategic planning;
  • Making arrangements for the Head of the Economic and Environmental Department’s travels;
  • Performing interpretation and written translation whenever required in English, Russian and Tajik;
  • Maintaining availability of refreshments for visitors, stationery, furniture, office equipment etc in the office of Head of the Economic and Environmental Department;
  • Supporting Head of the Economic and Environmental Department in communicating with the Department’s Units with regard to deadlines and tasks assigned by Head of the Economic and Environmental Department to Units;
  • Supporting Head of the Economic and Environmental Department in communicating with other POiD Units at the appropriate level and with external interlocutors;
  • Reserving conference rooms, arranges meeting appointments as instructed by Head of the Economic and Environmental Department, takes minutes during meetings;
  • Maintaining an overview of internal and external events and meetings involving EED staff;
  • Collecting, systematizing files and information and analysis on current economic, social, environmental and security-related affairs in Tajikistan and the region in support of Head of the Economic and Environmental Department ’s programmatic and reporting responsibilities;
  • Monitoring media on Tajik and Central Asian affairs in English, Russian and Tajik, according to the priorities set by Head of the Economic and Environmental Department;
  • Archiving media reports and other types of reports on Tajik and Central Asian economic, social and environmental affairs in a reference library – completes with references to sources - for easy access by Head of the Economic and Environmental Department;
  • Archiving meeting minutes and external correspondence as instructed by Head of the Economic and Environmental Department;
  • As instructed by Head of the Economic and Environmental Department, compiling and drafting written reports and PowerPoint presentations on the basis of archived material;
  • Other duties as requested by Head of the Economic and Environmental Department, including backstopping for other assistants within EED, whenever instructed.   

Necessary Qualifications:

  • Secondary education supplemented by formal studies in political science, international relations, economic, environmental, legal, media or similar education at University level (preferably a Master’s degree) is required;
  • A minimum of four years work experience from international organizations, research institutions, government agencies, civil society organizations or media is desirable;
  • Excellent written and oral communication skills in English, Russian and Tajik languages;
  • The ability to organize and file data and information;
  • Attention to detail and a high level of personal discipline;
  • Good inter-personal and networking skills are essential;
  • Computer literate with practical experience using Microsoft applications.
  • Technical skills with graphic layout and the use of computer presentation software (Excel, PowerPoint etc) are desirable;
  • Ability to travel inside Tajikistan to maintain contacts with EED implementing partner staff is desirable;
  • Good personal network in official Tajikistan abroad would be major assets;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
