General job description:

The Business Analyst provides support to Plan International Niger's operations through the review of financial reports and the analysis of financial data and practices to ensure cost optimization.

He/she carries out the effective implementation of cost recovery measures in accordance with the Operations Manual and other approved policies and procedures of the organization. He :

  • Ensures adherence to country financial requirements as per the requirements of the Operations Manual and other organizational policies and procedures to support sound financial management within the organization
  • Supervision and training of staff in the implementation of financial practices.
  • Analyze financial issues for decision making and refer to superior for approval
  • Internal and external financial analyzes

Main responsibilities :

The Business Analyst will have the following main responsibilities:

  • Support budget preparation and budget control for effective implementation of financial plans.
  • Participate in the preparation of the country's annual budget
  • Support the operational planning of budgets at the beginning of the fiscal year
  • Record annual budget planning in the financial and accounting system and updates (KP06)
  • Support the preparation and review of country budget revision exercises
  • Support the review and consolidation of budgets updated by grant managers.
  • Make the revisions of the budget plans (PO) of the new grants lodged at the national office and their modifications.

Ensure optimization of financial resources through a cost recovery system 

  • Review the budgetings of Direct Shared Costs (SDC) and Shared Operating Costs (Associated Costs) in the budgets of Plan International Niger's funding proposals to ensure that cost recovery policies have been applied
  • Review annual budgets to ensure Direct Shared Costs (SDC) and Operating Shared Costs (AC) are factored into project budgets.
  • Communicate each year the Costs Ratio of the Country for taking into account in the operational planning of the projects
  • Prepare cost recovery monitoring dashboards each year and update them according to new financing acquisitions
  • Share the cost recovery objectives at the beginning of the fiscal year with all the actors involved in the recovery process
  • Calculate salary and operating costs to be recovered monthly and coordinate their approvals and allocations in the financial and accounting system
  • Prepare and share Plan International Niger's cost recovery situation on a monthly basis

Implement internal financial mechanisms to support effective management of resources.

  • Revise project budget plans at the start of grant implementation and at the start of the fiscal year to ensure that shared direct costs and shared operating costs are in line with budgets approved by donors and in the Agreements funding (ADFs)
  • Perform financial analyzes on the performance of resource acquisition and expenditure in the short, medium and long term and guide management on the organization's financial trends
  • Prepare financial and other reports to assist in the preparation of the overall country financial report for dissemination and decision-making.

Prepare Monthly Financial Performance Reports for Plan International Niger Management

  • Repair AD-HOC Monthly Financial Reports on demand
  • Prepare Quarterly Country Performance Reports for the attention of the Region and Headquarters

Contribution to team performance

  • Develop all types of reports aimed at improving the country's financial analyzes
  • Train and share good experiences and practices within the finance team for capacity building
  • Contribute to department performance by participating in activities to support organizational goals
  • Perform any other duties that may be assigned from time to time to support accomplishment

Ensure that Plan International's global policies for safeguarding children and young people and those on gender equality and inclusion are fully integrated in accordance with the principles and requirements of the policy, including the standards and guidelines of implementation applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring that staff and associates know and understand their responsibilities under these policies and the Plan International Code of Conduct, their relevance to their area of ​​work, and that Concerns are reported and managed in accordance with appropriate procedures:

Work relationship

  • Weak contacts with Plan International partner organizations to ensure optimization of financial resources and compliance with financial requirements.
  • Has close contact with colleagues in the national office including finance staff of program units to facilitate the implementation of finance functions
  • Maintain medium contact with other staff in other offices to provide support in compliance with financial and accounting procedures

Qualifications, professional experience and skills required:

The holder of the position of Business Analyst of Plan International Niger must have the following qualifications:

  • Hold a Bachelor's degree (Bac+4 at least) in accounting, financial management or any other equivalent diploma;
  • Minimum of 05 years of professional experience in the field of accounting and two (02) years in a similar position;
  • Good organizational and record keeping skills
