How can you make a difference?

  • The CFO will be responsible for implementing the programme and operational activities in the field, ensuring the survival, and well-being of children and mothers in the country. He/She will supervise the Chiefs of Field Offices (FO) (Tijuana, Juárez, and Tapachula), and Team Leaders of Field Teams/Sites (Guerrero, Michoacán, Hermosillo).

  • Provide leadership, strategic direction, and quality assurance to programme and operational planning, implementation, monitoring, and evaluation of all development and humanitarian work delegated to all Field Offices and field teams/sites.
  • Provide leadership, direction, and overall coordination and ensure the coherence of a range of special UNICEF regular support and humanitarian assistance supporting the most vulnerable populations.
  • Maintain continuous, effective, and strategic coordination, consultation, and liaison with Government, UN agencies, NGOs, and donors on aspects related to the special needs of children and women threatened or affected by crisis situations. Ensure that the UNICEF support provided to the government with respect to sectoral coordination within the framework of the IASC cluster leadership and based on the Core Commitments for Children in Emergencies is effective.
  • Work with program sections, regional program officers, and senior management to mobilize donor response in support of UNICEF emergency preparedness, response and recovery / rehabilitation-related funding need including annual or multi-annual humanitarian appeals and advocacy documents.
  • Represent UNICEF in all humanitarian and recovery-related forums at the strategic level and keep management informed of all humanitarian developments in the country in terms of policies, situation developments, potential threats, and opportunities/issues around partnership.
  • Oversee that further development of strategies, processes and internal mechanisms to ensure UNICEF's own capacity to respond to emergencies through the Government as well as NGO partners is taking place effectively through the work of the Emergency Manager.
  • Provides field operations oversight functions and program management to ensure that the funding, budget, management indicator reporting, NGO/PCA, and field office coordination are all managed efficiently and effectively with clear accountabilities.

To qualify as a champion for every child you will have…

The following required education, experience, and languages:

  • An advanced university degree (Master's Degree), preferably in one of the following fields: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field. Alternatively, a Bachelor’s Degree complemented with two additional years of experience may be accepted in lieu of an advanced university degree.
  • Minimum eight (8) years of experience in humanitarian programme management and reporting, at both national and international levels.
  • Background in handling the emergency response to humanitarian crises in complex situations.
  • Experience in managing field offices.
  • Fluency in both Spanish and English.
