The main objective of the incumbent is to ensure that sustainable frameworks, tools, practices, processes, and capacities are maintained or established in the National Society of the designated country (Slovakia) for accountable and evidence-driven humanitarian programming.  This is to be achieved by maintaining/reinforcing the PMER framework within the in-country IFRC team, but primarily in the National Society.

The PMER Delegate will work in close collaboration with the Operations Manager and the Information Management (IM), Community  Engagement and  Accountability  (CEA) and Cash and Voucher assistance  teams,  to coordinate  data  collection,  analysis,  feedback from  affected  populations  and  information  to  inform  operational  planning, decision-making, quality and accountable programming, planning and reporting. 

Job Duties and Responsibilities:

  • Creating, maintaining, and executing an overarching M&E framework for the National Society’s emergency response in the designated country, in close cooperation with the National Society. The M&E framework is to include impact measurement (baseline, end line surveys/PDMs) and learning activities.
  • Creating, maintaining, and executing a comprehensive, M&E framework for CVA programming in-country, in cooperation with the CVA team
  • Ensuring National Society activity monitoring feeds into the federation-wide framework for monitoring and reporting and ensuring that a focal point at HQ-level is in place and is capacitated to consolidate monitoring data for the internal decision-making of the National Society, as well as for external reporting through the Federation-wide framework.
  • Coordinating Federation-wide monitoring data collection and reporting with Partner National Societies present in-country. Integrating and coordinating the M&E and data management capacities of Partner National Societies for a Federation-wide engagement in data collection, data sharing, and capacity development.
  • Facilitating the creation and continuous maintenance/revision of a strategic, operational and implementation plan that encompasses the National Society’s response plan in its entirety, that places the National Society at the center of coordinated Federation-wide efforts in-country and is aligned with and feeds into multi-country and regional strategies.
  • Ensuring information for reporting is compiled at country level on time, to meet internal and external reporting requirements
  • Facilitating operational planning in-country, ensuring revisions to plans are completed in a timely manner when relevant. Supporting the development and use of the implementation (project management) tool for in-country operations.
  • PMER capacity building in the National Society, focusing on the below key areas:
  • overarching monitoring framework for the National Society’s programmes and operations. Supporting the development, roll-out, and sustainable functioning of a centralised and harmonised activity monitoring and reporting system between branches and the NS HQ, ensuring key capacities and focal points are in place for reporting and consolidating data.
  • The monitoring framework is to include impact measurement (baseline, end line surveys/PDMs) learning activities.
  • Reviewing/creating SOPs, templates and online systems as needed, and defining a standard set of end products to improve internal and external reporting.
  • Learning or knowledge sharing events related to PMER, including trainings or other means of capacity development for National Society staff to facilitate the collection and reporting of activity monitoring data (in cooperation with IM capacities in-country if existing),
  • Assessing needs, and support defining the role and space for the National Society PMER focal point, as well as supporting the recruitment, onboarding, training, potential mentoring, and handover process.

Education:

  • Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.
  • Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience (international deployment).

Experience:

  • 3 years’ experience working for the RCRC Movement
  • 3 years’ experience working in PMER and/or IM
  • Experience working in an emergency response context
  • Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management

Knowledge, Skills and Language:

  • Knowledge of IFRC’s PMER systems and standards, including the IFRC planning and reporting system, the IFRC Results’ Matrix, Apple, Business Objects etc
  • Skills in supporting organizational learning, accountability and performance
  • Strong analytical and written skills, including reports and presentation skills
  • Strong skills in designing and using PMER concepts, tools, and best practices
  • Knowledge of results-based or adaptive management systems and processes
  • Knowledge and skills around results-based planning (log frame)and setting up robust planning systems for complex programmes
  • Knowledge of assessment, survey and monitoring methodologies and experience implementing them
  • Knowledge of evaluation and review for disaster response or recovery work
  • Experience in capacity building through on-the-job or other training methods
  • Fluently spoken and written English
  • Good command of another IFRC official language (French, Spanish or Arabic)
