The selected candidate will report to the project director (PD) and will supervise the technical and administrative team that he/she will be in charge of; will direct the day-to-day management of the project.
He/she shall be prepared to act on behalf of the PD as the main point of contact for technical and procedural matters. He/she will coordinate the award management process (and project implementation tasks. In agreement with the PD, he/she will perform multiple technical functions, including but not limited to other thematic area(s), such as oversight of the Small and Medium-Sized Coastal Ecosystem Management Grant Facility.
In agreement with PD, he/she will support the design, implementation and follow-up of a rigorous monitoring, evaluation and learning system and will ensure compliance with social and environmental safeguards, with special emphasis on gender equity, inclusion of youth and full respect for and exercise of the rights of the Garifuna people.
He/she will also promote and coordinate working relationships with governments, private sector, donors and investors. In addition, he/she will collaborate with IUCN specialists from the Country Office (Honduras) and Regional (Costa Rica) Offices.
It is anticipated that this will be a full-time, five-year position, although the eventual hiring depends on the final award of the contract.
Responsibilities
Leadership and management
Supports the PD in the strategic direction, vision, coordination, resource management and oversight necessary to achieve strategic goals and objectives and deliver superior quality products
Supports the PD in the preparation of work plans (annual, quarterly), budgets and progress reports (quarterly and annual), ensuring that they meet the quality and requirements of USAID and IUCN.
Supports the PD in the preparation, planning operation and supervision of grant implementation, ensuring that grantees comply with established regulations and contribute to the project's objectives.
Establishes and maintains effective project reporting, evaluation, and communication systems
Oversees the completion of all technical requirements, including project results and deliverables, developing solutions to keep deliverables on track and motivate staff and partners.
In agreement with the PD and IUCN Country Representative in Honduras, liaises with USAID and all internal and external stakeholders, creating and maintaining critical and strategic alliances for IUCN.
Ensures efficient and effective use of resources to achieve desired project results, overseeing work plans, budgets and finances in accordance with USAID and IUCN procedures.
Leads all social and environmental safeguards requirements and plans of the "Activity" for their successful completion and implementation, including consultations and applications of the principle of free, prior and informed consent with the Garifuna people, gender mainstreaming, climate change risk analysis, compliance with environmental requirements, Promoting affirmative actions that potential inclusion of women, young people in conservation and economic development initiatives, and driving the rights-based approach to conservation and sustainable territorial economic development.
Represents the PD and the IUCN country office representative in Honduras on assignments as required by them.
Strategic alliances and partnerships
Manages the day-to-day relationship with partners and other agencies responsible for project implementation.
Promotes relationships and joint work with civil society and private sector organisations , enhancing the development of synergies and complementarities for the successful implementation of the project.
Establishes communication and coordination mechanisms at the territorial level with local authorities of related public entities and municipal governments, maximising political, institutional and, if possible, technical and financial support for the achievement of the project's objectives.
Encourages and promotes relations, communication, coordination and joint work with organisations of the Garífuna people, guaranteeing respect for and exercise of their human rights.
People and resource management responsibilities
This position directly and indirectly supervises project staff and consultants
Oversees all project staff and builds local and institutional capacity, including managing and mentoring.
This position manages a significant public funding project and budget
Each month, completes time sheets and review and approve time sheets of the personnel you supervise.
Ensures strict compliance with USAID and IUCN regulations and policies, both administratively and financially, as well as in terms of visibility, communications and monitoring, evaluation and learning.
Other tasks
Participates in meetings of the IUCN Honduras country office staff and in other meetings convened by the regional office.
Supports the PD in the updated management of the IUCN Project Portal.
Supports in leveraging and mobilising funds to strengthen the project portfolio facilitated by IUCN in Honduras.
Promotes coordination and collaboration with IUCN members in Honduras and global commissions.
Other duties related to their position as assigned by their immediate supervisor.
Requirements
Masters’ degree in relevant field preferred.
At least seven years of experience managing complex programs of similar scale and scope preferred.
At least five (3) years of management experience, including direct supervision of professional and support staff and the formation of teams working on integrated conservation and development programs.
Extensive knowledge and experience with the challenges and opportunities of the Caribbean coast and the Gulf of Fonseca.
Technical expertise in areas such as agricultural and marine value chain development, nature based - economic growth (linking small farmers with domestic and international markets), small and medium-size enterprise business development, poverty reduction, coastal biodiversity conservation, and/or climate change.
Experience in creating enabling environments to promote innovation and transformative change within implementation teams and partners.
Experience in building and effectively supervising diverse teams.
Demonstrated effective interpersonal skills, proactiveness, creative problem-solving and ethical management.
Experience working with local communities and indigenous peoples and applications of social and environmental safeguards preferred.
Experience and knowledge of relevant donor regulations, policies, and procedures with demonstrated success managing international projects of similar scope and scale.
Experience in managing small grants programs preferred.
Proven ability to engage and collaborate effectively and establish strong working relationships with senior representatives of national and local government, the private sector and civil society.
Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
Excellent oral and written communication skills.
Fluency in Spanish and English is preferred.
Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
