GGGI has been working with the Government of Colombia to advance green growth policies and green investments, through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, Ministry of Finance and Public Credit and the National Planning Department, among others. In a new phase of collaboration with Government agencies at the national and sub-national level, GGGI with the support of the Kingdom of Norway will expand its Colombia Country Program by virtue the transition towards a greener growth pathway that is socially inclusive and contributive to Colombia´s medium term development agenda. Five years of support (2017-2022) will expect to see an impact of an increased capacity to mainstream green growth objectives into development planning and investments within the priority sectors and regions that are critical for Colombia´s future green growth, particularly in those areas that are highly susceptible to increased natural resource degradation and forest cover loss.

All the activities mentioned require constant support for the upcoming last year of the Norway II Phase project (until August 2023) in the Finance and Procurement workstreams in GGGI Colombia. Therefore, under the supervision of the Finance and Procurement Senior Associate and in coordination with the OED team and the Country Representative, the Finance and Procurement Support Consultant will assist Finance and Procurement workstreams as required.

Objectives Of The Assignment:

The main goal of this consultancy is to provide support to the Finance and Procurement team in GGGI Colombia through the Finance and Procurement workstream activities. A non-exhaustive list of principal activities is: execute entry-level activities for financial monitoring (follow-up on contracts execution, revision of GLs, revision of PO status reports), maintenance activities for the files dedicated to monitoring financial execution vs. budget, detailed revision of personnel costs execution (through Timesheet reports), preparing input information for reports (internal and external), support operational procurement process cycle (procurement planning, monitoring procurement schedule, procurement activities execution), others as required.

Deliverables And Payment Schedule:

Under the direct supervision of the Finance and Procurement Senior Associate and in coordination with the OED team and the Country Representative, the Finance and Procurement Support Consultant will assist Finance and Procurement workstreams through the following activities and others that may be required:

Financial monitoring activities:

  • Execute entry-level activities for financial monitoring, such as follow-up on contracts execution, revision of General Ledgers and preparation of correction requests if required, revision of Purchase Orders (POs) status report, and correction requests if required.
  • Execute maintenance activities for the files dedicated to monitoring financial execution vs. budget. To keep these monitoring tools updated, capturing the execution and reallocation plans and decisions that come through the year in the decision-making spaces (Management Team Colombia, meetings with Programmatic Workstreams Managers, meetings with donors).
  • Execute detailed revision of personnel costs execution (through Timesheet reports).

Financial inputs for our systems activities:

  • Prepare financial input information to keep our ERP Budgets updated.

Financial reports activities:

  • Prepare financial input information for internal (GGGI Online for example) and external (donor and government counterparts) reports.
  • Procurement operational support activities:

Required:

  • Must be able to reside and work in Colombia.
  • Bachelor’s degree in engineering, environmental sciences, business, administration, or economics fields.
  • Exceptional analytical and quantitative skills; capacity for synthesis, presentation, and communication; strategic thinking skills.
  • A minimum of four (4) years of relevant work experience, or an equivalent combination of relevant education and experience
  • High oral and written English and Spanish.
  • Excellent written and report preparation skills.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.).
  • Organized with excellent prioritization and attention to detail skills is required.
  • Strong and matured interpersonal skills and proven ability to work with multi-cultural teams.
  • Ability to work well under pressure and have a flexible approach to tasks given.

Desired:

  • Experience/knowledge of green growth and sustainable development.
  • An advanced degree in Environmental Economics / Environmental Management / Sustainable Development or other relevant fields.
  • Previous work experience with the GoC, international organizations, development partners, and high-level authorities.
