The Finance Manager is responsible for ensuring efficient management of finances as well as accounting and budget management, but also for ensuring the integrity and high quality of reporting and budgeting in compliance with Save procedures. the Children International and donors.

He will be in charge of managing aspects of financial planning and analysis (FP&A), as described below, but for service reasons, he may be required to manage other aspects of accounting and control.

He will be based in the coordination office and will provide the necessary technical support to the teams in the field.

Main Areas Of Responsibility:

Strategy and planning:

  • Advise regularly on the financial situation and factors that may affect programs in order to help Management develop a long-term funding strategy 
  • Coordinate with the DF, the preparation of the program budget and bi-annual financial planning sessions (Master Budget / Forecasts)
  • Ensure that budget holders understand their responsibilities, through periodic training and coaching
  • Ensure field offices receive adequate support to operate effective accounting systems, including timely receipt of monthly budget variance analysis from budget holders, prompt responses to queries and scheduling of tasks and deadlines.
  • Oversee the financial aspects of the budget development for new proposals, for validation of the DF

Policies and Procedures:

  • Ensure compliance with the organization's payment procedures
  • Respect and enforce CS procedures by all partners; particularly in terms of drawing up agreements with partners, placing orders and contracts, etc.
  • Ensure compliance with SC's policy to fight against fraud and ensure that partners in its area of ​​intervention apply this policy.
  • Contribute to the respect of commitments made to financial partners

Program Management and Reporting:

  • Help program managers develop grant budgets, identify grants received, perform budget monitoring, submit correct reports to donors and on time
  • Propose budget adjustments, if necessary, taking into account restrictions on certain funding and the conditions set out in the partnership agreements.
  • Ensure compliance with the conditions set out in the partnership agreements and the proper monitoring of the partners.  

Fund management and budgetary responsibility:

  • Verify the accuracy of budget data
  • Assist in the preparation of budgets (represent the DF in the budget drafting team)
  • Financial management strategy, project/budget, implementation of strategic management tools
  • Assist the Deputy Country Support Director in the preparation of the master budget
  • Prepare and develop donor financial reports
  • Prepare and develop monthly financial reports (BVA, SOF analyzes and Project burn rate report)
  • Updating budgets in Agresso (SOF LOADER)
  • Creation of financial model codes in AGRESSO
  • Maintain and update the Costs Allocation Methodology calculator

Audit:

  • Oversee the preparation and conduct of audits, including communication with auditors. Report upstream to the FD any difficulty or risk related to the audits;
  • Compile audit recommendations points and share with staff for action and follow-up.

Team management and development:

  • Identify training needs of finance and other staff to develop their capacity
  • Supervise the staff placed under his responsibility.

Representation:

  • At the request of the DF, represent the organization before institutions, organizations and administrative authorities.
  • Child safeguarding responsibilities

Report all cases of internal or external abuse:

  • Know the CSG policy and the Code of Good Conduct and raise awareness of this policy (children, partners, community)
  • Contribute to lessons learned and good practice documentation exercises under the leadership of the focal point

Qualifications And Experience:

  • Hold a university degree in Economics and Management Sciences or in accounting, finance, audit or management control
  • Have a proven professional experience of at least 5 years in the fields of accounting, finance, and/or Audit
  • Experience in a similar position in an NGO would be an asset
  • Have a good knowledge of EXCEL and WORD software and accounting software. Knowledge of the Agresso system, Unit4 is an asset
  • Experience in managing grants, contracts and agreements with knowledge under major donor guidelines (e.g. USAID, ECHO, DFID, CIDA, SIDA, EU, GAC, DEVCO , NORAD etc.)
  • Relevant experience managing donor-funded projects with international NGOs in particular to address rights/children's rights and those applicable to partnership approaches
  • Strong analytical skills, computer literacy and excellent documentation are an asset.
  • Ability to work in a team and build relationships with other teams/offices.
  • Have an ability to work in a national and international environment with people from diverse backgrounds, religions and cultures.
  • Have interpersonal communication skills in French including influence in negotiations.
  • Ability to work with implementing and grant management partners
  • Have excellent time management skills and ability to plan and prioritize
  • Fluency in French, and a good level of English is required.
