The Project Emergency health care (AWD preparedness and response) and sentinel surveillance in Rohingya refugee camps and host communities in two Upazilla of Cox’s Bazar has a component of The Diarrhea Treatment Center that provides treatment for diarrheal disease and also carries out surveillance work on cholera in the Rohingya camps as well as in the host population.

Brief Description of Position:

The position holder will report to Project in charge. He/She will work under the guidance of the Project in charge with the objective of effectively carrying out the financial activities as well as looking after logistics management meeting procurement requirements of Leda DTC as well as supporting Financial activities. The specific areas of responsibility are detailed below: 

Ensures implementation of operational strategies:

  • Full compliance with the provisions of the icddr,b Financial Rules and Regulations, the Finance Manual and Finance and Budget Technical Instructions in all financial transactions, recording, reporting, etc;
  • Routinely monitoring of financial exception reports for unusual activities, transactions, and investigation of anomalies or unusual transactions;
  • Operational efficiency of the managerial or accounting aspects of the areas managed.

Budget preparation, monitoring and control:

  • Coordination of the preparation of the field operating budget; review of budget submissions, regular analysis and reporting on the budget approvals and the delivery situation; monitoring of expenditures against budget allotments and reporting on variances;
  • Identification of administrative budgetary requirements; guidance on guidelines for budget preparation, the format to be used in reflecting budget proposals and the procedures for submission to facilitate consolidation at the field level, and ensure an optimal cost-recovery system is in place;
  • Review of budget proposals for reasonableness, consistency with the organizational goals and priorities.

Reporting:

  • Ensure compliance with icddr,b Financial Regulations and Rules, Organizational Directive (ODs) and Administrative instructions, financial procedures, systems, policies and the donor’s requirements.
  • Assist the Head of Support Services and the project teams in reviewing and consolidation of Periodical expenditure/financial reports.
  • Prepare the financial exception reports for unusual activities, transactions and investigation of any anomalies and advice necessary adjustments to the Program team.
  • Provide responses to audit queries and ensure compliance and timely implementation of all audit recommendations related to financial reports.
  • Archive the hard and soft copies of financial reporting documents in appropriate manner.

Archiving and Audit Management:

  • Ensure that all the supporting documents are attached per transaction in Dynamics;
  • Ensure that all supporting (Hard copies) are scanned with covers sheet attached and saved on laptop, hard drives, etc;
  • At monthly basis, ensure that all folders containing finance records from each location are tagged and well arrange in the archive room;
  • Participate in audits preparation/execution (compilation of audit requirements);
  • Provides feedback and enhances internal controls to satisfy audit requirements; takes part of providing data and records during the audit process; reports immediately on irregular spending to Finance Coordinator as deemed appropriate.

Logistics Management:

  • Develop and implement standard operating procedures to enable the effective implementation of logistics plans;
  • Coordinate logistics activities related to procurement, distribution and finance team to effectively manage operational logistics;
  • Maintain and update the stock of all logistic items for operational and audit purposes.

Other supports for this position:

  • Provide technical support to the program/Support team if required;
  • Takes part of regular staff meeting and respects to the weekly task report in line with performance management.

Required qualification and experience:

  • Masters in Commerce or MBA (Major in Finance/Accounting);
  • 3 years of work experience in relevant field (experience in non-profit or research-based international organisation will be preferred).
