DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

The purpose of the position is to ensure smooth running of the day to day Human Resources & Administration activities for the Area Office. The position gives support with recruitment, Employment relations, Performance Management, HR Reporting and Office Administration, Ensuring consistent Approach and high quality HR & Administration Standards at the Area Office.

Duties and Responsibilities

Recruitment

  • Support the Interview process and participate in Oral assessments and salary negotiations of Officer positions and below.
  • Ensure smoothing running of the recruitment process for the positions category from Band H2 to K, with very close support and liaison with the CO HR Office.
  • Encourage use of the recruitment workflow
  • Guide and support hiring managers at AO or /Area Manager on the recruitment processes and procedures
  • Champion compliance of Recruitment policies, processes and procedures

Dynamics

  • Support with all the Heavy user roles
  • Hiring and separating of employees
  • Renewal of contracts in the system
  • Updating leave

Performance, Development & Learning and Well-being

  • Performance management and development processes and procedures of the staff under area offices.
  • Ensuring probation objectives, followed up with relevant managers and staff
  • Formal PADA exercise at end of the year
  • Share training needs of the staff in the AO with the CO at the beginning of every new calendar year
  • Leave management of international and national staff under area offices. Leave management includes a leave plan. Approval of Field Office leave plans. And share with CO on an agreed period (Monthly, Quarterly).
  • Support the national staff in accessing insurance and counselling services
  • Support in the monitoring and reporting of disciplinary issues, grievance management at AO with very close coordination with CO, reminders on CoCRM, ensure HR Confidentiality at AO. code of conduct training for national staff.

On Boarding process

  • Coordinate the orientation process and help new staff with onboarding for all staff at Area Office
  • Ensure new hires onboarding processes (contracts, Social Security, Medical Insurance, DRC ID, Dynamics account, new hire forms, etc.) Are complete within the specific time frame.
  • Ensure Technical area specific induction is done
  • Exit and clearance processes of the staff under the Area Office

HR Administration

  • Participate in development and contextualization of SOPs
  • HR planning for the Area office in consultation with the Country office
  • Record keeping including personal files of the national staff under area and field offices. share AO HR KPI reports periodically with the CO HR Office.
  • Developing and processing payroll for Area and Field Office staff. Approving payroll for Field level staff. Share Approved by the AM, Payroll updates for the AO with the HR office at CO by the 20th of each Month.
  • Management of Area level administrative tasks – reception and arrival process, facilities management including managing cleaning and facilities staff in the office and guesthouses at the Area office.
  • Liaises with respective departments in coordinating arrival and departure of staff around the different offices in the Area, Accommodation Booking, Hotels and workshop booking, Incharge of supplies distributions and updating CO, responsible for the general maintenance of the Office premises and the community Centre.
  • Responsible for reimbursement and custodianship of Area Office Cash Payment

Experience and technical competencies: 

  • Minimum 2 years of relevant work experience
  • International NGO experience is Required
  • Experience with carrying out admin tasks
  • Both Verbal and written good Communication skills
  • Advanced proficiency in Excel, PowerPoint, Word, Microsoft skills

Education:

  • A Bachelor’s degree in Social Sciences, Business Administration, Humanities or related field.

Languages:

  • Fluency in Arabic
  • Advanced English proficiency
