The United Nations Development Programme (UNDP) works in approximately 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. Since 1999, UNDP has been supporting the Timorese people to move from post-conflict recovery towards sustainable development. In 2014 the Government of Timor-Leste created the Special Administrative Region (SAR) and established the Special Zone of Social Market Economy (ZEESM) in Oé-Cusse district.

UNDP has been providing policy advice to the SAR-ZEESM Office since its establishment and has developed a program to help the ZEESM establish and operationalize institutional and developmental structures and systems in different areas, including tourism, agriculture and water systems. In 2022, the Government of SAR and ZEESM- known as RAEOA -  expressed its desire to continue UNDP support throughout the implementation of Support for Institutional and Sustainable Development of Oé-Cusse Special Administrative Region and the Special Zone of Social Market Economy  project –Phase III (2022-2025).

The project aims to create sustainable economic opportunities, promote resilience to climate change, and ensure quality public services by working on three key components; I) Livelihood and Economic Diversification, II) Clean and Safe Water and Forest Management and III) Effective and Accountable Governance.

To contribute to more effective and accountable Governance in Oé-Cusse, the project will contribute to improve Government staff capacities for better governance and service delivery by providing:

  • Technical support in PFM 
  • Technical support for evidence-based and gender-mainstreamed planning and management  
  • Technical assistance for evaluation of the current RSP and development of the new RSP 
  • In this background, UNDP is looking for an enthusiastic person to support on the review and revision of performance indicators of the Regional Administration concerning the National Government’s “Dalan Ba Futur and the evaluation and development of the Regional Strategic Plan. The person will work under the direction of Project Manager and Governnance team leader and support the President of Authority’s cabinet in RAEOA. This terms of references (TOR) describes the scope of the work, minimum qualifications etc. of the Monitoring and Evaluation officer.

Duties and Responsibilities

The Monitoring and Evaluation Associate will assist the Governance team leader and Project manager and will deliver the following task:

  • Assist Governance team leader and RAEOA’s Government in reviewing and revising perfomanace indicators of Dalan Ba Futuru report, collecting and managing the required data to prepare Dalan Ba Futuru reports;
  • Assist Governance Team leader and RAEOA’s Government in evaluating the Regional Strategic Plan (RSP) and capturing lessons learned and recommendations from the current period and developing of the RSP ensuring an inclusive, participatory and transparent process and the regional Gender Score Card to ensure gender responsive budgeting;
  • Assist International M&E Officer to develop and strengthen monitoring, inspection and evaluation proceduresand systems for the Project
  • Assist Project staff in monitoring all project activities and progress towards achieving the project output;
  • Assist Project Manager in reporting monthly, quarterly, half-yearly and annual progress on all project activities and final project evaluation, by providing inputs, information and statistics for quarterly, annual and other reports to Project Management Team and UNDP and prepare and update Project Risk Log;
  • Prepare and maintain the web-based data base.
  • Assist on conducting periodically training on M&E for project and government staff;

Required Skills and Experience

  • Min. Academic Education
  • Completion of secondary school is required;
  • A university degree in Business Management, Economics, Administration, social sciences or related areas is an asset and will be given due consideration.
  • Min. years of relevant Work experience
  • Secondary education with minimum of 6 years or university degree with three (3) years of relevant work experience in monitoring and evaluation, data analysis, or project/programme management in the context of development work or related area is required;

Required skills and competencies

  • Experience in monitoring and reporting;
  • Knowledge of Result based management;
  • Experience in designing tools and strategies for data collection, analysis and production of reports;

Desired additional skills and competencies

  • Proven ICT skills, especially in the development of M&E software using database software;
  • Expertise in analyzing data using statistical software;
  • Experience in gender mainstreaming;
  • Experience in working with local and/or national governments;
  • Experience working with UNDP is an asset;
  • Previous experience working in Oé-Cusse or familiar with the local context is an asset ;Strong training & facilitation skills.
  • Comfortable learning new software as needed, transferring the knowledge and providing training;

Required Language(s) (at working level)

  • Fluency in English and Tetum (written and spoken);
  • Bahasa, Portuguese and/or Baikeno are an advantage;
