Under the supervision of the Bohicon Field Team Coordinator of the Global Fund HIV project, the incumbent of this position is responsible for assisting him/her in project performance monitoring, data management, etc. in the area of ​​intervention.

The purpose of this position is therefore to monitor the implementation of the program's community activities, in particular those of the NGOs responsible for monitoring activities to combat HIV AIDS at the community level of the HIV grant from Plan International Benin . It also facilitates the collection, monitoring, reporting, evaluation and dissemination of community development activities aimed at preventing and treating HIV infection.

Dimensions of the Role

  • Develop annual and quarterly project work plans;
  • Develop and evaluate the monthly activity schedules of the Field Team;
  • Evaluate the project work plans on a quarterly basis;
  • Ensure compliance with strategies in the implementation of project activities;
  • Participate in the development of tools and make them available to stakeholders;
  • Train the actors on the tools and ensure their proper use;
  • Participate in the monitoring and supervision of SSRs and other implementing actors (PE, Mediators, Therapeutic Educators, Psychologists, CPS, Care Sites, Legal Assistants, etc.);
  • Ensure the review of the ToRs of the SSRs;
  • Ensure the analysis of progress reports (monthly and quarterly) from implementing actors;
  • Coordinate the collection, analysis and dissemination of data;
  • Coordinate the performance of data quality control missions;
  • Participate in the drafting of the monthly reports of the Field Team;
  • Ensure the drafting of quarterly progress reports (PUDR), annual and end-of-project reports;
  • Ensure performance-based evaluation for the payment of actors (SSR, PE, Mediators, Therapeutic Educators, Psychologists, CPS, Care Sites, Legal Assistants, etc.);
  • Participate in the SSR disbursement process;
  • Facilitate the conduct of surveys and studies related to the Global Fund HIV project;
  • Propose a mechanism to identify the bottlenecks observed and develop an alert system in order to propose actions to the Bohicon Field Team to optimize programmatic and financial performance;
  • Follow up on the implementation at the SSR level of the recommendations made by the Bohicon Field Team during supervisions and quality controls;
  • Follow up on the implementation of recommendations made by the UCFM and the LFA.

  • Ensure compliance with strategies in the implementation of project activities and the achievement of project results

  • Develop delivery plans for health products and nutritional kits;

Organize monitoring and supervision of actors

  • Participate in the development of ToRs and the drafting of activity reports;
  • Participate in carrying out training supervision missions for the actors involved in the activities;
  • Ensure close monitoring of the implementation of activities by program actors in the area of ​​intervention of the Bohicon Field Team.

Collect, analyze and disseminate data;

  • Review monthly the timeliness and completeness of the data transmitted and entered by the SSRs and follow up for active collection and entry of missing data;
  • Check and clear the data entered by NGOs and data entry operators;
  • Organize quarterly data quality control missions;
  • Fill in the programmatic sections of the PUDR progress reports;
  • Analyze partners' reports and provide them with feedback for possible corrections;
  • Organize workshops for the restitution of data collected and sharing of experiences with the partners responsible for the implementation of activities at the level of the departments.

Assess the actors responsible for implementing the activities

  • Establish the motivation proposals of the actors involved in various field activities on the project;
  • Assess partners' performance frameworks;
  • Assess compliance with partner activity implementation strategies.

Success Criteria

  • Involvement of community actors in the monitoring and evaluation of all interventions;
  • Timely implementation of project activities;
  • The production and timely submission of quality ToRs to the Coordinator;
  • The number of timely updates of the project database;
  • Production and submission to the Coordinator no later than the 18th of the month following the end of the PUDR quarter;
  • The number of NGO evaluations carried out (no later than the 15th of the month following the end of the quarter);
  • The number of assessments of implementing actors carried out;
  • The number of payments by actors on the right date and within the deadline (at the latest on the 12th for the other implementing actors).

Technical expertise, skills and knowledge

Essential

  • Bachelor's or Master's degree in statistics, planning, demography, public health, epidemiology;
  • Have at least 3 years of experience or more in the field of project monitoring and evaluation; proven experience in projects financed by the Global Fund would be an asset;
  • Have a good knowledge of SNIGS and DHIS2;
  • Have good organizational, planning, and analytical skills;
  • Have good communication skills including interpersonal;
  • Mastery of the principles, methods and techniques of qualitative and quantitative research;
  • Mastery of software (SPSS, Epi Info, EXCEL) for the analysis of quantitative and qualitative data;
  • Good knowledge of the policies and guidelines in force in Benin in the health, social affairs and education sectors;
  • Have good writing skills;
  • Have a good command of relational database management;
