The purpose of the position is to ensure the management, coordination and execution of all monitoring, evaluation and research activities on the project " Empowerment of Girls and Young Women for Citizen Engagement in Togo" . Girls Lead'

Extent Of Powers

He/she works under the supervision of the Director of the Project "Empowerment of Girls and Young Women for Citizen Engagement in Togo", 'Girls Lead' , collaborates with his colleagues in the project and the MER team, the monitoring managers- evaluation of partner and state structures as well as with internal and external consultants;

He/she collects, consolidates and analyzes data and information in accordance with the research monitoring and evaluation framework and produces periodic reports on the project situation.

He/she supports the Project Director in project management, in the project module and through SAP.

Key Results And Specific Responsibilities

Expected results

  • Project monitoring tools are developed, validated and used;
  • Key project data and information is collected well organized, well managed and made available on time;
  • Project figures submitted by co-applicants and other partners are verified and validated;
  • Case studies are developed and submitted to the supervisor on an agreed regular basis
  • The project expenses are monitored regularly, making it possible to anticipate any under-expenditure and/or over-expenditure;
  • Lessons learned from the identified project are documented and shared with stakeholders, research missions and/or evaluation;
  • The various research and evaluations relating to the project including the annual reviews are planned and initiated on time in collaboration with the Director and the MER Manager;
  • The annual reviews of the project are carried out to date and the reports are drawn up and finalized in collaboration with the Director;
  • Projects are well monitored, documented and meet SAP requirements;
  • The project's operational plans are updated annually following annual reviews in collaboration with the Project Director;
  • The project monitoring-evaluation and research framework is available and effectively used;

Main functions

  • Support the development, consolidation and implementation of the operational plans of the 'Girls Lead' project;
  • Support the development of program activity budgets;
  • Contribute to the development/updating and implementation of the partner strengthening plan;
  • Document the effective participation of children and young people in research activities;
  • Develop MERL documents (Logical framework, Monitoring and Evaluation Plan, Detailed schedule of activities, detailed budget for monitoring activities and monitoring and evaluation data circuit)
  • Facilitate the development and implementation of the project's monitoring - evaluation  research and learning framework;
  • Monitor research and evaluation activities;
  • Contribute to the follow-up of the implementation of the recommendations of the research and/or evaluation missions;
  • Contribute to the establishment of a project monitoring database and facilitate its management;
  • Facilitate the identification, documentation and communication of elements of experience capitalization and results of Plan International Togo programs;
  • Provide operational plan monitoring data;
  • Make a good program management of the project in the SAP;
  • Produce and distribute standard reports generated by SAP relating to the project, key staff and other staff on their request.

Performance indicators

  • Degree of compliance of the activities with the standards and reference guide as well as with the internal procedures of Plan International;
  • Regularity and quality of project management in SAP (Project program management quality score in SAP);
  • Quality and regularity of follow-ups, and post-activities follow-up of the 'Girls Lead' Project,
  • Quality of narrative reports of monitoring and evaluation activities prepared on time;
  • Quality of the monitoring carried out by the staff and the partners;
  • Girls Lead project monitored and evaluated;
  • Degree of relevance of the recommendations made to improve current or future projects.

Problem Resolution

The Project Monitoring and Evaluation Officer works under the hierarchical supervision of the Project Director and the Technical Manager of the MER. He/she can take initiatives for the resolution of technical problems within his/her area of ​​responsibility. He/she refers to the Project Director to decide on matters having a financial impact.

Ensures that Plan International's global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of ​​work, and that concerns are reported and managed in accordance with the appropriate procedures.

Knowledge, Skills, Behavior Required To Achieve The Objectives Of The Job

Qualifications and experience

  • Hold a BAC+3 diploma in project management and evaluation, demography, statistics, economics, social sciences or any related field; 
  • Justify a professional experience of at least 3 years in monitoring and evaluation; demonstrated experience in the evaluation of development projects, including the design, implementation and writing of reports and in the management of databases;
  • Have experience working in child rights, participation and protection in general and with girls, inclusive education in particular.
  • Experience using SAP is an asset

Skills

  • Master the common functions of the computer tool, including word processing and spreadsheet software; 
  • Have good knowledge of project planning, execution and evaluation;
  • Have a good command (writing and speaking) of French; advanced knowledge of spoken and written English would be an asset;
  • Good aptitude for data analysis and report writing.
