Dimensions of Role:

This position is responsible for Monitoring and Evaluation, technical leadership planning initiatives, Accountability research and learning in the context of READ project implementation for assistance to Refugees, IDPs and host communities in the Far North Region of Cameroon specially in the Logone and Chari, Mayo Tsanaga and Mayo Sava divisions. He/She will provide technical leadership for design and delivery of all monitoring, evaluation, client responsiveness and learning activities and products in the context of READ Project, and ensure strong knowledge and information management.

S/he will provide technical support to the Project Manager and implementation partners. S/he will co-ordinate closely with the Project Manager, the PIIA M&E Coordinator and other Emergency Response Team members and Plan International staff, especially monitoring & evaluation management, to improve program quality and effectiveness of the current response/project as well as any future recovery activities. The Monitoring & Evaluation Coordinator will be based at the Plan International Far North office in Maroua.

Key End Results and Typical Responsibilities:

  • Conduct regular monitoring visits to ensure that the project is on the right track in performing the planned activities and achieved the expected outputs;
  •  Ensure that monitoring data are fed into management decisions and used in program management;
  • Identify major challenges for project implementation and report to the Project manager for immediate decision making;
  • Review and appraise MEAL components of programmatic reports and provide feedback to support improvements of record keeping and reporting of programmatic data;
  • Preparation and timely submission of MEAL reports ;
  • Coordinate the development of an effective monitoring and evaluation and data systems management capacity, procedures, tools, associated methodologies and key documents to ensure standardization in evaluation and reporting practices for the project and full alignment with our donor’s requirement in terms of feminist and gender-transformative approach ;
  • Follow the implementation of activities and to ensure that the information/data collection is made in accordance with the load specifications of the project, guidelines of donor and in accordance with the strategic guidelines and Plan International Cameroon programmatic standards;
  • Ensure weekly and monthly follow up of indicators;
  • Develop/update the tools of indicators monitoring of the project;
  • Ensure quality control of data and information collected, through the development and/or review of tools for the data collection in accordance of the logical frameworks of the project, the quality assurance system of Plan International, Program Accountability and Learning System (PALS);
  • Organize/supervise the data collection, their processing and analysis of data in the context of the monitoring of indicators of the project;
  • Train Members of the local organizations / partners to use of data collection tools and ensure capacity building for the various MERL stakeholders and partners; 
  • Elaborate the performance reports and the reports on indicators monitoring and to ensure their presentation according to the request;
  • Produce monthly reports on capitalization of lessons learned and good practices identified in the context of the project implementation;
  •   Establish a sustainable Complaints and feedback Mechanism (all clients can make confidential complaints and feedback, and be confident in response processes)

  • Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.
  • The job requires contribution to the decision-making on the basis of assumption and experience, as little hard information will be available. Decisions need to be context specific and there will often be no precedents to draw upon.
  • Decisions may affect the lives of thousands of children, millions of dollars, security of staff, and the profile of Plan International across the humanitarian sector and across media.
  • Excellent and creative leadership skills will be utilized to make strategic choices on responses with limited resources and with possible resistance from colleagues as is often the case in emergency response work  
  • Able to work under pressure and accept travels and stays in areas often austere.
  • Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives:

Knowledge

  • University degree diploma in social sciences, statistics, economics or other related sectors;
  • Five (03) years minimum experience in planning, monitoring and participatory evaluation of programmes and projects;
  • Experience with feminist and gender transformative MEL frameworks is highly preferable
  • Have solid experience in the conduct of qualitative and quantitative investigation;
  • Have a practical and relevant experience in the interventions in emergency contexts;
  • Have a good editorial capacity (capacity of drafting of reports);
  • Know how to use the computer and master standard software (Word, Excel, PowerPoint...); 
  • Excellent database, data management and data analysis skills, with experience using at least 3 software applications such as Microsoft Excel, Power-BI Access, SPSS, STATA;
  • Previous experience with electronic/mobile data collection (KOBO Collect ODK, CommCare)
  • Good knowledge and understanding of humanitarian principles and established international child protection standards;
  • Knowledge and skills: knowledge of Plan International policies and procedures, and Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills;
  • Experience in the Far North of Cameroon is an asset.

  • People Skills: Ability to work independently and as a team player who demonstrates leadership and is able to support and train local staff and also able to work with displaced persons and communities in a sensitive and participatory manner.
  • Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan International. This includes effective negotiation and representation skills.
  • Commitment to child protection, gender equality and participation.
  • Fluency in French and English.
