This position is located in the Resource Planning and Analysis Section (RPAS) of the Division for Special Activities (DSA) in the Department of Operational Support (DOS) and reports to the Chief of the Section. DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn. Within DSA, RPAS works with counterparts across DOS to ensure that efforts to support client groups across the Secretariat are in line with organizational priorities and other objectives related to value for money and resource stewardship. With a focus on data-driven analysis, RPAS works with counterparts in examining major resourcing drivers and practices within the responsibilities of DOS to ensure cost-effective operational support solutions.

Responsibilities

Within delegated authority, the Programme Management Officer, Administration will be responsible for the following duties:

  • Leading the development and coordination of a Secretariat wide, DOS guidance framework of operational support resourcing standards and priorities.
  • Leading the development and development coordination of a Secretariat wide, DOS guidance framework for efficiency and effectiveness operational support reviews including those related to the development system efficiency agenda.
  • Leading engagements and providing strategic resourcing and analysis inputs into the programmes and projects undertaken to improve service delivery, including through the development of resourcing models for new or enhanced operational support relationships with key partners and clients in the global operational support architecture.
  • Coordinating and continuously enhancing the framework for assigning service providers within the Secretariat in accordance with the Secretary-Generals Bulletin on the delegation of authority (SGB/2019/2).
  • Leading a data driven approach to strategic resourcing analysis, decision making support and programme/project management through the collection, analysis, modelling, interpretation, and communication of significant amounts of data.
  • Providing strategic resourcing analysis into the development of financial implications and resourcing models in the context of the Departments support to entities in transition or potential new mandates from the General Assembly or Security Council.
  • Supporting the work of improving service delivery by providing inputs into coordinating the establishment and negotiation of agreements, and the planning, facilitation and conduct of workshops, conferences, and retreats.
  • Managing collaborative projects and supports relationships with key partners in the global operational support architecture including Secretariat entities, major service providers, United Nations Agencies, Funds and Programmes and external partners, by establishing or negotiating agreements, planning and facilitation workshops, conferences, and retreats and developing action plans to manage the change.
  • Monitors and supervises the work of subordinate staff as required.
  • Performs other related duties, as assigned.

Education

  • An advanced university degree (Master's degree or equivalent degree) in business administration, finance, programme management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, administration, coordination or other operational support related field is required.
  • Experience in the development of operational support resourcing standards and frameworks and the review of related business processes to enable efficient budget planning and management is required.
  • Experience in using applied analytics and/or business intelligence to inform decisions, strategies and execution is required.
  • Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is desirable.
  • Experience collaborating with partners on improving the delivery of operational support in an international organization is desirable.
  • Experience collaborating with partners on operational support issues in or with an international organization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of a second official UN language is desirable.
