Under the overall authority of the UNESCO Representative to Cambodia, and under the supervision of the Communication and Information Project Officer, the incumbent shall assist with the day-to-day coordination and management of the Communication and Information projects implemented in Cambodia. 

Specifically, the incumbent will perform the following duties:

Coordinate and contribute to the design and implementation of the CI Programme’s activities to support media development, including capacity building, journalism ethics, research, and gender equality in the media in consultation with the Government and national partners, including:

  • Preparation of correspondence and follow-up with the relevant line Ministries and other partners;
  • Identifying appropriate local implementing partners to assist in the execution of project activities;
  • Monitoring and backstopping activities, as required.
  • Provide technical assistance, including development of needs assessments and drafting of technical papers and policy briefs in the areas of the safety of journalists, media capacity building, journalism ethics, and gender equality in the media;
  • Strengthen partnerships and liaise with the Government, journalists, academia, journalists associations and organizations, CSOs and UNESCO’s National Commission for the coordination and implementation of project activities;
  • Assist in organizing meetings, workshops and trainings, including logistical and administrative support, by developing necessary material for the implementation of activities related to the CI programme;
  • Contribute to the development of ToRs and procure international and national consultants, experts and service providers and ensure close supervision for quality delivery of products and services to implement the programme activities;
  • Support and monitor the delivery of activities by project counterparts, consultants and experts, to ensure its alignment with project objectives and targets;
  • Prepare project progress reports as required by the donor or/and UNESCO’s monitoring and evaluation system;
  • Facilitate communication between international experts and national counterparts;
  • Prepare project briefs and progress reports in English and Khmer language in consultation with the project team;  
  • Collect, compile and analyze data related to the safety of journalists, media capacity building, journalism ethics, and gender equality in the media; 
  • Attend and report back on project-related meetings and activities arranged both by Government counterparts, NGOs and other partners as required;
  • Facilitate press briefings or other activities pertaining to external relations and public information;
  • Translate and proofread official documents, publications and other written materials from Khmer to English and from English to Khmer.
  • Carry out other work or responsibilities as assigned by the Country Representative and in coordination with the project team. 

Required Qualifications

  • Advanced university degree (Masters or equivalent and above) in communication, journalism, media development or related field.

Work Experience:

  • Minimum 2 years of relevant professional experience in the field of journalism, media development, human rights, programme and project management.  

Skills and competencies:

  • Excellent coordination and interpersonal skills.
  • Proven capacity to build and maintain effective partnerships inside and outside the organization.
  • Proven conceptual and analytical skills, including the demonstrated ability to provide advice and technical support on media development, freedom of expression, strategic planning and monitoring and evaluation. 
  • Good Knowledge and understanding of the government functioning.
  • Solid understanding of the Freedom of Expression and media context in Cambodia, its key challenges and possible solutions. 
  • Ability to take initiatives, establish priorities and capacity to work efficiently under pressure.
  • Comfortable with working in a multicultural work place, solid team skills.

Desirable Qualifications

Work Experience:

  • 3-4 years of relevant professional experience in the field of journalism, media development, human rights, programme and project management. 
  • Demonstrated experience working within the UN System or international organizations.

Skills and competencies:

  • Knowledge of UNESCO/UN rules and procedures.
