The Programming Associate manages the project cycle related to programming overseen by the Deputy Director, particularly in relation to origination, country and entity work programmes, deployment of the readiness and preparatory support programme, project development and programming engagements. S/he supports the Deputy Director to ensure the integrity of the programming processes, advises on measures to sustain and improve quality, and helps to sustain the quality of service and standards to countries and entities. S/he also guides and supports Regional Desks in these processes.
Duties and responsibilities:
Purpose:
Analyses issues and proposes solutions for the smooth execution of processes related to development and endorsement of programming strategies and readiness activities, as well as the team’s contributions throughout project/programme cycle
Supports the Deputy Director to harmonize and sustain quality standards for processes related to readiness, country and entity programming strategies, and the review of projects/programmes.
Manages DCP project cycles and coordinates DCP’s contribution to the GCF Project and programme cycle in terms of country ownership and stakeholder engagement.
Engagement:
Works closely with colleagues in other divisions to coordinate on the workflows related to the programming, readiness and project cycles, and cooperates with them to improve processes and standards.
Coordinate with the programming leads to manage and improve processes and standards, including supporting programming leads for the CIC meetings and other matters as needed.
Supports regional desks in cross-regional matters related to readiness and programming engagements, using a corporate approach.
Collaborates with colleagues in ICT and procurement to ensure that the capacity and systems needed to support readiness and project origination are procured and maintained in a timely fashion.
Assists in the development of information for Board documentation and reporting, including on the matters of country ownership, Secretariat activity reports and GCF reports to COP, as needed.
Delivery:
Manages the execution of processes for development, review and endorsement of country and entity programming strategies.
Manages the technical assistance for the project development and pipeline strengthening from individual consultants and firms and leading on the preparation of the SOW and other operational matters.
Develops and maintains standardized systems and protocols to track and monitor programming and readiness progress with countries and entities, and inputs relevant data into the Secretariat KPI tracking system.
Supports collaboration with DPM to extract lessons from the implementation stage that enable learning-based origination.
Organize and adapt work to enable the Deputy Director to sustain corporate standards related to quality and timeliness of delivery of work-plan targets and budgets, as well as efficient and effective coordination with other divisions/offices
Required experience and qualifications:
Master’s degree in business/environmental management, public policy/administration, climate change, development studies, or a similar field, or Bachelor plus 2 more years experiences.
At least 4 years of relevant work experience with developing countries as clients
Required experience in project/programme design, development and operations; grants management and administration; conducting research and analysis and articulating findings/recommendations; climate change policy and finance
Fluency in English with strong writing and public speaking skills and the ability to tailor tone and content for diverse audiences
Ability to maintain client-centered approach while handling large volumes of work across multiple areas
