New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  The SDC has a footprint of approximately 125 countries.

In May 2015, the DFS Supply Chain Management (SCM) Vision and Strategy was formally approved by the USG DFS. In January of 2019, post management reform, the newly formed Department of Operational Support (DOS) established the Office of Supply Chain Management (OSCM) with a vision to provide efficient, agile, responsive, and accountable end to end uniformed capabilities and supply chain solutions to its global clients and partners.  

The Office of Supply Chain Management covers a wide scope of services including supply chain planning and performance management, logistical support, procurement, vendor management and supplier diversity, aviation safety, and uniformed capabilities support. OSCM’s mission is to support its clients and partners globally to fulfill their mandates by providing the goods and services they need, when they need them, where they need them and at the best prices. OSCM is committed to enable successful implementation of mandates given to all Secretariat entities by anticipating customer demand, providing strategic services, and organizing for goods and services to be delivered in a timely manner.

Functional Responsibilities:

The Project Management Support - Senior Associate (Data Management) carries out his/her tasks within the DOS/OSCM Master Data Management (MDM) team. The MDM team provides master data management and project data services in support of the United Nations ERP, Umoja. The incumbent reports to the Data Management Specialist.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Secretariat. The incumbent of this position will be a staff member of UNOPS under its full responsibility.

Functions/Key Results Expected:

Data Management, Conversion, and Integration:

  • Works as part of the Enabling and Outreach Service/Umoja Coordination Service (EOS/UCS) data team to provide technical expertise as part of the delivery of the team’s programme of work to support the office of supply chain management and the supply chain process.
  • Works closely with the Data Management Specialist to assist with technical aspects of data management, conversion, and integration.
  • Reviews and tests utility programs/scripts to automate data conversion; ensures accuracy and validity of data.
  • Defines Application Programming Interfaces (API), web services and other utilities to disseminate and democratize data across the organization.
  • Runs and automates conversion, integration and data analysis programs as directed by the Data Management Specialist.
  • Ensures that data are migrated accurately by performing data verification and providing the data reconciliation reports.
  • Ensures that all data transformation, deduplication, extraction, and load functions are documented in detail in advance of production deployment.

Analysis, Design and Reporting:

  • Analyzes and determines information requirements and how these are supported through data relationships and attributes, data flows and storage options.
  • Develops data dictionaries and related database structures.
  • Analyzes source and target systems’ attributes and creates detailed mapping between source and target data elements (Data Lineage).
  • Analyzes logistics data to assess quality and identify potential process improvements: data availability, maintainability and/or reliability; and supply chain management process steps – planning, strategic sourcing or distribution, supplier management, transportation, inventory and warehouse management, equipment management, physical inspection, disposal.
  • Works closely with process design specialists, ERP team and business to translate business requirements into solutions and technical specifications.
  • Develops and designs dashboards and reports to support the supply chain process using UN standard analytical tools including but not limited to Microsoft Power BI.

General Tasks:

  • Supports the Data Management Specialist in the delivery of milestones and the communication of proposed solutions to business users, management and other stakeholders through documentation and presentations
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above, including on integrated analysis and situation monitoring;
  • In the fulfillment of their duties, the incumbent must abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and of UNOPS

 Education/Experience/Language requirements:

Education:

  • A High School Diploma or equivalent is required. 
  • A bachelor's degree or equivalent, Technical/Professional Diploma or License, or master’s degree or equivalent in preferably in Computer Science, Information Technology, Data Management, or a related area to the post description is highly desirable.

Experience:

  • A minimum of seven (7) years of progressive experience in information technology, data integration and conversion are required. 
  • Good working knowledge of Supply Chain Management, Logistics, Warehousing, and Inventory Management is desirable.
  • Excellent data analysis and data conversion skills are highly desirable.
  • Experience in one of the market leading ETL and SQL tools (SQL Server/Oracle) is highly desirable.
  • Experience in programming languages and use of analytics tools (Power BI/Qlik) is desirable.
  • Experience in analysis of business requirements, creating design specifications and the delivery of technical solutions is highly desirable.
  • Experience in use of Enterprise Resource Planning systems such as SAP / UMOJA is highly desirable.

Language:

  • Full working knowledge of English is required.
  • Knowledge of a second UN or regional working language would be an asset.
