The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. 
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. 

The Fund seeks to recruit a Readiness and Preparatory Support Programme Assistant Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial 230 days over a 12-month period. 

Role

Under the supervision of the Director and Deputy Director, the Consultant will support the Division of Country Programming (DCP) to successfully implement the 2022/23 Work Plan. S/he will provide operational, analytical, and administrative support to the for the management of the Readiness Programme and other cross-regional tasks. The Assistant Consultant will work with other teams within DCP and the GCF.

Duties and Responsibilities

The Consultant will be responsible for, but not limited to, the following tasks:

Pipeline, portfolio and budget tracking workstream:

  • Maintain a dashboard of the active pipeline of readiness support proposals and provide updates as needed to regional desks in DCP and external partners
  • Support the tracking of approved readiness grants under implementation against key portfolio criteria
  • Analyze the pipeline of proposals, readiness budget (on a monthly/quarterly basis) and approved portfolio of grants under implementation for key deliverables, outcomes, and impacts to enhance knowledge sharing and learning for both internal and external audiences
  • In consultation with relevant Regional Desks, coordinate with internal stakeholders across the Secretariat and with external service providers (DPs) to address issues with grants under implementation; and as a report on KPIs

Readiness grant cycle workstream:

  • Coordinate Readiness Working Group meetings regularly and undertake the administrative tasks linked with RWGs including coordinating with regional desks and managing the flow of proposals coming to the RWG.
  • Process proposal submissions and resubmissions through the online management system to facilitate efficient progress of proposals from pipeline to portfolio
  • Support the compilation of proposal reviews sheets to ensure consistency, clarity, and quality of technical review feedback
  • Assist the regional teams to clear conditions for proposals endorsed by RWG so they can be advanced to approval
  • Prepare necessary documentation (e.g., notification letters, approval memos, and others) and process for signatures.
  • Provide access on Flux to new staff, maintain access rights for current staff, resolving other technology-related problems as needed.

Knowledge management and reporting workstream:

  • Support in the development of Board papers related to Readiness and in reporting to the Board, senior management, and other divisions upon request
  • Support the development of knowledge products to demonstrate the impact of readiness funding for developing country climate priorities
  • Curate the team SharePoint site and ensure all information is stored logically and is easily accessible
  • Maintain a database for comments on readiness grant progress reports, no-cost extensions and budget reallocations
  • Support DCP management to produce webinars, slide decks, briefing notes, and other communications material related to readiness processes.
  • Liaise with ICT to ensure all relevant information for the Readiness Programme (e.g., approved grants, knowledge products, and other core documents) are uploaded to the GCF website
  • Perform other tasks as deemed necessary by the Director and/or Deputy Director

Required Experience and Qualifications

  • Advanced degree in a related subject such as public policy/administration, economics, climate change, environmental science/management, development studies
  • At least 3 years of relevant work experience in climate change and/or international development
  • Familiarity with pertinent issues in developing countries’ access to climate finance, including capacity building, policy support, knowledge management and project preparation
  • Excellent communication skills and the ability to prepare and communicate complex information in written format
  • Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access, and;
  • Fluency in English is essential (written and spoken); knowledge of another UN language an advantage.
