The IEA’s Energy Policy and Security Division is responsible, among others, for in-depth reviews of the energy policies of IEA member and partner countries. These reviews help to develop more effective energy policies to meet global energy and climate challenges. They improve information exchange, disseminate good practices among countries and provide learning opportunities for energy policy-makers. The division is also responsible for the energy security policy of the IEA, with emphasis on oil emergency response. It conducts emergency policy reviews and excersises on a regular basis, and constantly monitors the oil market to inform member countries of potential disruptions.

The IEA seeks a Research Assistant to support the colleagues in the division with  high quality groundwork on data management, data analysis and secenario development for emergency exercises. The selected candidate will report to the Head of Division and work in a team of enthusiastic professionals in a collegial, dynamic and busy environment.

Main Responsibilities:

  • Prepare graphs, charts, tables, figures and data analysis for the “Energy Policies of IEA Countries” publication series, as well as assist other divisions of the IEA in the performance of similar work by providing guidance to users on data preparation and interpretation for use in empirical analysis and modelling. Maintain and develop relevant statistical databases and update the data management system of the Division exploiting hardware and software developments to improve the efficiency of working methods. Deal with statistical issues which arise in the context of energy policy research; in particular work towards ensuring consistency between the different data sources within the Agency and beyond.
  • Organise Emergency Response Exercises in Paris and in non IEA member countries. This requires sound analytical skills in order to help design crisis scenarios for the exercises, as well as strong organisational and project management skills to coordinate the logistics of the different events.
  • Explore quantitative and qualitative metrics for energy security and energy transition, reviewing literature on methodologies; identify potential trends and newly emerging risks. Consider how metrics could be effectively used within the IEA and beyond to improve policies and emergency preparedness. Participate in the derivation of relevant indicators.
  • Research and collate data and information for energy supply security studies. Identify resilience issues and study costs and benefits of oil stock holding. Contribute to special studies and drafting of reports on issues related to emergency response and energy transition.
  • Assist in development of Internet applications and web-content.

Ideal Candidate Profile:

Academic Background:

  • A  university degree(s) in a relevant discipline such as economics, engineering, mathematics, applied sciences, statistics. 

Professional Background:

  • At lease two years experience working within government administrations or multilateral organisations, in the production and/or use of data or statistics and in preparing robust statistical and qualitative analysis within strict deadlines.
  • Good understanding of the energy sector with more detailed knowledge of oil markets.
  • Experience in organising conferences or workshops would be a plus.

Tools:

  • Ability to develop and manage databases with strong working knowledge of using Excel including macros for outputs as tables and charts.
  • Experience performing data treatment and analysis using programmes such as Python, R, and Matlab would be considered an advantage.
  • Experience in developing visuals with business intelligence softwares, such as but not limited to Power BI, Tableau, Lookee, and managing data with SQL would be considered significant advantages.

Languages:

  • An excellent written and oral command of English is essential. Knowledge of French, with a commitment to reach a good working level.
