Duties and Qualifications:

The Resource Management Officer normally works under the direct supervision of the (Senior) Resource Manager of the Division/Bureau.

The incumbent supports the planning, management and reporting on all staffing, administrative and operational resources allocated to the Division/Bureau.

The Resource Management Officer works closely with Heads of Services/Sections/Units and counterparts in other Divisions / work units at HQ and field offices, as required as well as with other external interlocutors such as service providers, operational partners and partner organizations.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties:

  • Programme, administrative and Human Resource management support is provided to the Division/Bureau in an efficient and timely manner ensuring that best practices are observed, resources are used cost effectively, and adequate controls mechanisms are in place and implemented.
  • Programmatic, Administrative and HR reports / analysis are regularly provided to the senior management in the Division/Bureau to support timely and informed decision making.
  • Sound, appropriate and timely management of resources under the Division/Bureau will contribute to compliance with the prevailing rules and regulations.
  • Support and coordinate the allocation of resources in compliance with the planning and reporting instructions and other guidance documents as well as rules and regulations.
  • Conduct analysis of financial, human and other material needs for purpose of development of multi-year implementation strategy of the Division/Bureau and operational plans including narratives and detailed budget proposals.
  • In coordination with the direct supervisor, develop control mechanisms and processes to ensure that the necessary resources are made available and optimally utilized within the operations management cycle.
  • Ensure internal coordination and technical supervision of the delivery and use of all programme, admin and staffing resources.
  • Provide advice and recommendations on the application of policies and procedures related to programme administrative and HR management in order to ensure coherence, consistency and compliance with established rules and regulations.
  • Support the work of the Planning Coordinator as well as Implementing Partner Management Committee.
  • Coordinate the timely conclusion of partnership agreements as well as the implementation of operational projects in accordance with programming and financial rules and regulations.
  • Support the analysis of the staffing requirements of the Division/Bureau and provide advice on the creation / discontinuation and reclassification of positions.
  • Maintain liaison with the support sections and divisions at HQs, specifically with DHRM, on matters related to planning and management of staffing resources, including temporary staff and affiliate workforce.
  • Manage and supervise the process of recruitment, assignment and reassignment and maintenance of HR hard and soft copy records.
  • Control the staff attendance, overtime and leave records and provide staff counselling on entitlements and obligations of staff in coordination with different specialized stakeholders.
  • Train and coach the Division/Bureau staff performing programme, administration and human resources management related functions.
  • Ensure management of office / admin assets, inventories and consumables in the Division/Bureau including of replenishing stocks, issuance of equipment to staff, accounting, reporting, disposal / write off, maintenance of appropriate records, etc.
  • Coordinate general administrative functions such as allocation and management of office space, facilitating installation and departure of staff, managing stationery, guiding the facilitation mission travel and organization of workshops and conferences, etc.
  • Perform other related duties as required.

Minimum Qualifications:

  • Years of Experience / Degree Level:
  • 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Field(s) of Education:

  • Business Administration; Finance; Public Administration; Project Management; or other relevant field.

Language Requirements:

  • For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English.
  • For National Professional jobs: Knowledge of English and UN working language of the duty station if not English and local language.
  • For General Service jobs: Knowledge of English and/or UN working language of the duty station if not English.
