The Senior Finance Analyst supervises the Finance Analysts and is responsible for training and providing advice and support to country finance team in the provision of accounting services, ensuring financial control, financial reporting to relevant in-country managers within a comprehensive management structure.

The Senior Finance Analyst will be under the overall supervision and technical direction of Region Head of Finance and Administration, and therefore accountable for the following with regards to IFRC’s operations in Europe Region:

  • Monthly closing process
  • Control & procedure
  • Report & analysis
  • Training & team management
  • National Society development

Job Duties and Responsibilities:

Monthly Closing Process:

  • Monitor monthly closing of each country office by reviewing the balance sheets, checking the exception report and validating the financial information.
  • Preparing the cash request analysis, reviewing the projects financial management status report and highlighting issues and follow up.
  • Review and submit accurate and timely cash requests
  • Ensure timely reporting/invoicing and collection of receivables.
  • Screening thru monthly original supporting documents and field returns from country office and feedback if there were any discrepancies or anomalies.
  • Provide continuous guidance, advice and support to in-country finance staff by clearing any doubts they might have on financial processes, systems, procedure and guidelines.

Control & Procedure:

  • Involve in validating the accuracy of information on budget & project expenditure approval request (PEAR) before loading into the system, and provide advice to managers on budgetary matters.
  • Monitor financial key performance financial indicators monthly and provide advice and/or instruction to managers as to how to improve.
  • Provide technical advice and ensure all financial systems being utilize by country finance staff is functioning well.
  • Provide finance validation on agreements, contracts, MoU and staff request as per contracting and expenditure authorization procedure.

Report & Analysis:

  • Work closely with the Analysts and country finance staff to ensure timely and accurate submission of donor reports.
  • Carry out field missions to country office at least once a year as pre-audit measure to ensure finance functions and controls are in place.
  • Support the implementation of internal and external audit recommendations
  • Briefing/de-briefing in-coming staff.

Training and Team Management:

  • Provide/coordinate training on financial management matters for various stakeholders as requested/required.
  • Recruit, train and supervise finance staff to ensure tasks and functions are completed in timely and efficient manner, within acceptable levels of quality and costs.
  • Take a lead role in setting up and supporting the finance function in a new operation and provide stop-gap finance services to large-scale emergencies.
  • Provide technical appraisal and feedback on country finance staff performance.

National Society Development:

  • Coordinate the Regional Office member National Societies’ capacity building and development in matters of technical expertise (i.e. accounting, financial reporting and financial management).
  • Organize periodic trainings with Regional Finance staff to update on new NSD initiatives and upcoming finance development activities based on periodic reviews, NS society requests and requests from regional colleagues.
  • Assign NSD activities to Finance colleagues as necessary and mentor and monitor to ensure they are carried through to conclusion.

Education Required:

  • Relevant university degree
  • Professional qualification in accounting (CIMA,ACCA, CPA or CA ) or equivalent

Experience Required:

  • Minimum of 5 years work experience in a regional financial role
  • Team management experience of a team with a minimum of 4 direct/or indirect reports
  • Developing budgets, plans and financial analysis
  • Management of an accounting services function
  • Communicating financial results to managers
  • Preparation for, conduct of an/or support to external financial audit

Preferred:

  • Experience working with the International Red Cross Red Crescent Movement

Knowledge, Skills and Language Required:

  • Ability to lead and manage in a diverse cultural context
  • Highly organised/time management 
  • Effective team management, often from a distance
  • Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook)
  • Advanced knowledge of accounting concepts
  • Advanced knowledge of financial management and reporting applications (e.g. CODA and Business Objects )
  • Understanding of treasury management concepts
  • Financial management skills
  • Ability to effectively provide training on financial management matters
  • Fluently spoken and written English

Preferred:

  • Knowledge of International Financial Reporting Standards or equivalent
  • Good command of another IFRC official language (French, Spanish or Arabic) or Russian.
