The main objectives of the Advisory Services Department (AS) are to assure the range and quality of advisory services offered by the Bank and to manage them within a clear strategic framework. As part of the advisory offer, the Consultant Procurement and Contract Management Division (CPCM) is selecting, contracting, managing and monitoring external consultancy services.

As (Senior) Technical Assistance Officer, internally referred to as (Senior) Officer, you will contribute to the preparation and implementation of EIB’s advisory activity through the management of externally procured Technical Assistance (TA) facilities and/or operations, in close co-operation with other EIB services.

Operating Network:

You will work in a team and report to the Head of Unit and will work in close collaboration with all other Directorates involved in the management of the Bank’s TA activity.

You will also have extensive external contacts and work with beneficiaries and funders of EIB’s TA activity including, but not limited to, the European Commission, Member States and major public and private sector organisations in the Member States and Partner Countries.

Accountabilities:

In close collaboration with other EIB services:

  • Contribute to the development of EIB TA activity inside and outside the EU
  • Contribute to the design of new TA assignments (objectives and results, duration, budget, expert profiles reporting requirements)
  • Preparation of the tender documents
  • Publication of the procurement notices and calls for tenders
  • Check eligibility and assess compliance issues in line with EIB’s TA Procedural Guidelines
  • Organise and act as chair of evaluation panels, draft shortlist and tender evaluation reports
  • Check the documentary evidences, draft the contracts according to the corresponding template and co-ordinate the contracts signature process
  • Ensure the smooth functioning of consultancy assignments throughout the project cycle (identification, tendering, contract execution, disbursements and reporting)
  • Manage all administrative, financial and contractual aspects during implementation of consultancy assignments
  • Control the quality of the deliverables of TA assignments
  • Liaise with EC, International and bilateral financial institutions and consulting companies
  • Support the Advisory Services Department in horizontal tasks (impact assessment, communication, working groups, etc.)

Qualifications:

  • University degree in Economics, Finance, Law, Engineering or a Business-related subject backed up with the relevant professional experience
  • At least 5 years professional experience in procurement
  • Proven track record in implementation and/or monitoring of consultancy services contracts, either inside or outside the EU
  • Professional experience in project monitoring and financial reporting
  • Good command of standard computer tools; experience in working with ASApp, Business Objects and PeopleSoft will be considered as an asset
  • Excellent knowledge of English and/or French* (highly preferred) with a good knowledge of the other.
