In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective

The Fund relies on a seamless and trustworthy handling of its own and partner information, as basis for highly efficient processes and rapidly growing capabilities and networks for knowledge exchange with a large audience of stakeholders. To achieve this goal, an intelligently composed, connected and frequently upgraded Cloud portfolio of systems and tools needs planning and implementation.

The Fund’s Enterprise ICT Programme Management Office (PMO) plays a key role in enabling and accompanying the many project-nature undertakings for making this happen. The Manager, Enterprise ICT Programme Management Office is responsible for optimising the overall ICT programme and portfolio maturity across the organization, and tracking and reporting the conformance to plans and expectations of IT-oriented initiatives. The Manager, Enterprise ICT Programme Management Office ensures that the work of the PMO adds value, is relevant to the strategy of GCF, and meets the goals set for the PMO by Executive Management.

Duties and responsibilities

Purpose

  •  Define, manage and direct end-to-end PMO work effort by leveraging best practices in identifying, quantifying and tracking the realization of expected benefits defined in business cases.
  • Lead the identification and implementation of project management processes, methods, tools, guidelines and standards to operate an agile framework to improve successful project delivery.
  • Lead assurance activities and provide recommendations to project teams and/or GCF governance settings as appropriate.
  • Originate plans that mitigate risks and dependencies and ensure that these are managed effectively.
  • Lead regular reviews of the ICT portfolio pipeline to prioritize resources.

Engagement

  • Collaborate with project teams on plans and implementation progress; conduct review meetings for checking status, budget forecasts, risks and issues deserving escalation.
  • Provide regular, on-demand and escalation reports to the Head of ICT.
  • Network with the project management community of practice to facilitate collaboration and share best-practices.
  • Support divisions with business case and proposals, highlighting potential issues, dependencies and recommend ways for ensuring success.
  • Manage a team of ICT project managers and support personnel (staff, consultants and contractors) to deliver strategic solutions and provide intervention where appropriate.

Delivery

  • Advocate the project lifecycle assurance framework and ensure that projects are correctly set up with appropriate extent of support, investment and planning
  • Ensure that assurance milestones are maintained across the project lifecycle and that appropriate governance and stakeholder communications activities are applied.
  • Act as focal point during internal audits in relation to the ICT portfolio and maintain reports of project sign-offs and budget.
  • Ensure that the Fund’s most strategic ICT projects are planned and delivered effectively in accordance with GCF’s Digital Agenda.

Required experience and qualifications*

  • Advanced Degree in Information Technology, Information Management, Computer Science, Information Systems, Project Management or related subjects. A Bachelor’s Degree in a related field with additional 2 years of experience may be accepted in lieu of the Advanced Degree requirement;
  • At least 11 years of relevant experience in ICT-related fields, including ICT portfolio planning, prioritisation and management across varied levels of project/programme delivery; at least 7 years of which in a leadership capacity;
  • Strong technical knowledge of project, programme and portfolio management techniques and methodologies (e.g., PRINCE2, PMI, and Agile), evidenced by a certification in good standing, and of applying them for delivering successful organisational change;
  • Ability to improve operational efficiency, service delivery and information management across the ICT organisation;
  • Exceptional management and leadership skills with the ability to manage teams, communicate the vision, and inspire and motivate staff;
  • Experience in developing and maintaining portfolio-wide risk, issue and dependency logs for a major portfolio of projects;
  • Ability to guide and constructively challenge colleagues in the application and tailoring of project management best practice, drawing on prior practical experiences and insights;
  • Ability to build strong working relationships and communicate with colleagues at all levels across the organisation;
  • Excellent analytical, strategic conceptual thinking, strategic planning and execution skills. Training and practical experience in performing business analytics. A respective certification would be desirable;
  • Deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business, and how they may be applied to the enterprise to drive digital business;
  • Organised, process-oriented, flexible and able to work in a fast-paced environment;
  • Strong attention to details and accuracy;
  • Excellent oral and written communication skills in English, including the ability to explain technology solutions in business terms, establish rapport, and objectively inform and negotiate with others.
