Role Purpose

The position holder will be responsible to support the implementation and realization of the PIE’s strategy by providing strategic leadership and guidance in designing effective WASH program with long term, sustainable and impactful linkage within the framework of PIE’s Country Strategic Plan & Plan’s principles and values. This would be demonstrated in undertaking responsibilities which includes: managing program design, implementation and monitoring and evaluation of all WASH related interventions, resource mobilization, financial and human resource management based at CO and PA level project managers/ Coordinators, and networking and engagement with key Federal government, CSO/ donor platforms, that help to solicit the advocacy and influencing works of PIE.

Accountabilities and main work Activities

Program/project design, implementation & monitoring and evaluation

  • Designing WASH program/ project in line with PIEs program quality frame work and country strategy (Gender transformative WASH programing, girls and children centred, inclusion and consider unreached communities, integrated WASH, climate resilient and institute/ school-based WASH programing etc.) Similarly, routine follow up the implementation projects to carry on according to the pursued project proposal frame work and PIE program quality
  • Review/ own project regular monitoring and evaluation that also includes baseline, midterm and final project evaluation work. Project based report writing and submit to Nos/ donors, government the frequency mostly quarter based bi annual and annual report and sometime monthly based reports are also requested to submit for the donors.
  • Program based report preparation for PLAN international regional office and, NOs.

Fundraising, and resource mobilization

  • To work on Concept note and proposal development for fund raising work and identification and participation of potential fundraising organizations and events.
  • Prepare & share presentation of project achievements, lessons, PIE WASH best experiences/ practices, achievements, case stories to potential donors/ NOs and Government  for attracting resources using  different electronic medias
  • The do a fund raising work together with government and it extends from Ethiopian based donors and European based donors.

Team Leadership

  • Staff management under the WASH program. Work with direct consultation with PAMS, project managers, technical specialist, and officers and represent the program/ the team in internal discussions/ consultation and meetings.
  • Team technical guidance and coaching, work/ project allocation and delegations.
  • Cross fertilization of knowledge from project/ project manager to project/ project manager.
  • Oversight role of project progress and accomplishment

Stakeholder networking and engagement

  • Participate with different national level consultation, advocacy meeting coordinated by the federal ministries, for example ministry of water, irrigation electricity and ministry of health.
  • Participate and lead in different national level platforms. For example, PIE is steering committee member for Ethiopian water and sanitation forum coordinated by CCRDA, WASH and NTD core group meeting, core team member for Programme Coordinating Mechanism (PCM), established by MoH.
  • Engage in different sector platform meetings which are useful for advocacy, influencing, visibility, learning and sharing, support and fund raising purpose. For example  Dutch water meet up, WASH cluster, and invitations from different sources (CSO/NGOs, privates government etc)

Financial Management 

  • Project budget management, monitoring and follow up according to specified WBS/ purpose, oversight role to control under and over utilization of projects.
  • Staff advance, settlement signing up to the maximum given limited.
  • Construction payment review and signing- depends on the project type.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
  • Technical expertise, skills and knowledge

Qualifications And Experience Requirements

Qualifications/ Experience Essential:

  • Masters level or equivalent in Hydraulic Engineering, Water Resources Engineering, Irrigation Engineering, sanitary Engineering, Water Supply Engineering, Civil Engineering, or related disciplines
  • Minimum of 7 years relevant experience out of which 3 years is in a managerial position with NGOs in leading programs/ projects or demonstrated equivalent combination
  • Depth and breadth of knowledge of Plan’s global and national strategies and policies
  • Ability to communicate effectively and authoritatively on area of expertise.
  • Ability to develop effective working relationships across a network.
  • Considerable experience in managing WASH programs
  • Experience in construction contract management, Auto CAD, GIS, WASH and nutrition certificates, Gender WASH monitoring tool (GWMT), Gender marker.
  • Experience in supervision of a wide variety of water-supply projects such as spring, hand dug, shallow well and deep well development and rehabilitation.
  • Experience in preparation of bills of quantities and contract tendering.

Qualifications/ Experience Desirable:

  • Experience and knowledge on gender transformative and climate resilient WASH programs.
  • Experience of managing water programme implementation and working in partnership.
  • Experience in capacity building of partners and staff.
  • Experience of linking WASH interventions with nutrition and food security programme designs.
  • Knowledge on development partner/ donor need, trends, challenges and opportunities and implications to the program design, and fundraising work.

Languages Required

  • Fluency in English language is essential
  • In addition to Amharic, Knowledge of Local Languages is a desirable
