Reporting to the Manager, Research Finance, and the Assistant Manager, Research Finance is responsible for leading a group of Project Accountants to provide and deliver quality financial project management of the bilateral in Africa Continent (i.e. Zambia, Malawi), India and Global, and Initiative. This role covers both accounting for the donor’s funds and compliance with the financial guidelines of the donor. Key Responsibilities:
Responsible for the Budgeting Process for the portfolio under his / her care, including design, planning and coordination with the Project and Initiative Leaders, Project Management Unit, and Budget Team to ensure smooth delivery of the Annual Budget / Forecast of Center and Initiative.
Oversight Project Accountants under his / her portfolio to ensure project spending is on track adhere to donor’s guidelines, and project leaders are provided with appropriate financial tools for managing their respective projects.
Oversight Project Accountants under his / her portfolio to ensure adhere to the donor’s financial contractual requirements, WorldFish and the CGIAR.
Responsible to provide refresher training programs to Project Accountants under his/her portfolio.
Ensure project management and financial administration from project start-up to closure, including maintaining proper project accounting files and master data, and responding to external and internal queries.
Ensure the accounting system accurately accounts for project incomes and expenditures.
Ensure partner financial management (i.e. financial input to Program Participant Agreement (PPA), advance monitoring and review of partner expenditure) are compliant with WorldFish and donor’s financial rules and regulations.
Ensure budgeting and forecasting of project activities performed and reported on time to the donor as well as WorldFish stakeholders.
Assist Project Leaders in the analysis of resource allocation and monitoring.
Ensure all donors’ financial reports including audit reports (if required) are prepared, coordinated and submitted on time to donors.
Responsible for the financial, grants management and administrative matters of the projects. Work closely with the Manager, Research Finance to provide financial support regarding the Plan of Result and Budget ensuring cost efficiency and value for money at every stage.
Undertake other tasks as appropriate to further advance relevant strategies and initiatives and as discussed with WorldFish and One-CGIAR’s leadership.
Requirements: The successful candidate will have:
Bachelor’s degree in Accounting or similar and working towards qualification as a Chartered Accountant (ACCA, CIMA or equivalent).
Minimum 5 years of progressive post-qualification relevant experience aligned to the key responsibilities for this role.
Must be conversant with international accounting standards i.e. IFRS / IAS.
Good working knowledge of Microsoft Office and Teams applications and hands-on experience with reputable ERP systems such as Oracle and SAP.
Experience working with teams across geographical borders with a strong sense of professionalism, business ethics and integrity.
Excellent command of the English language – both written and verbal.
At least 3 years of working experience in an international non-profit organization.
Desirable Skills/Experience:
Experience working for a USAID/EU/GIZ donor-funded project in a similar capacity.
